The question importers ask most: "what will clearance cost me?" The honest answer is that there is no single percentage. Clearance is a stack of lines, several of which are calculated on the total of the ones before. That is why a customs duty advertised at 30% produces a final bill well above 30%.

Step 1: CIF value, the basis of everything
Everything starts from CIF: Cost + Insurance + Freight. That is the purchase price of the vehicle, plus transport insurance, plus sea freight to Douala or Kribi.
Two things to remember. First, this is not the price you paid the seller — freight and insurance are added. Second, the administration can substitute a reference value if the declared price looks abnormally low, so buying "on an understated invoice" does not reduce the bill and does expose you.
Step 2: customs duty (DD)
Applied as a percentage of the CIF value, according to the vehicle's tariff category under the CEMAC common external tariff. Passenger cars fall in the highest band, at 30%. It is the first line, and it becomes the base for several that follow.
Step 3: excise duty — what changed in 2026
This is the significant change. The 2026 finance law raised excise duties on imported used vehicles, with rates that climb with age:
- 12.5% for vehicles over 12 years and up to 20 years old;
- 25% for those over 20 years old.
The measure covers every category: passenger cars, light commercials, buses, trailers. Its practical consequence is counter-intuitive and worth grasping properly: the older the car, the less it costs to buy but the more the tax takes back. Many buyers targeting a very old used car "to save money" discover the saving evaporated at the port.
Step 4: VAT
VAT, at 19.25%, does not apply to the CIF value alone. It is calculated on the sum of CIF, customs duty and excise duty. This cascade is what drives the total up: each preceding line widens the base for this one.
Step 5: the ancillary lines
Then come several smaller but systematic charges:
- Additional council centimes (CAC), calculated as a percentage of the customs duty;
- the FEICOM contribution;
- the computer levy;
- port, handling and transit charges, which vary with how long the vehicle sits at the port — which is why a stalled file is an expensive file.

The median car listed on MotoNaMarket is a 2014 showing 95 000 km. That is exactly the band where the CIF value is low but age relief has stopped helping much: duty on a small base is still proportionally heavy. One more figure worth holding on to: out of 347 listings, only 52 state whether the vehicle has been cleared through customs. Never read "already driving here" as "papers in order" — ask for the document.

For a passenger car over ten years old, all these lines together commonly represent roughly 70–80% of the CIF value. On a vehicle with a CIF of 3,000,000 FCFA, the clearance bill therefore frequently lands somewhere around 2,200,000 to 2,400,000 FCFA.
This ratio is not a rule: it moves with age, engine size, category and actual port charges. Use it as a plausibility test. If an intermediary quotes you clearance at 30% of CIF for a fifteen-year-old car, something is wrong with the calculation — or with the route.
The port procedure in 2026
- Import declaration before the vehicle arrives, with the seller's documents.
- Arrival and discharge at Douala or Kribi.
- Customs declaration by a licensed clearing agent, based on the documents and the CIF value.
- Scanner inspection. Since 10 January 2026 every imported vehicle must pass through the scanning portals before leaving the port area. Files routed through the green channel get accelerated treatment without physical examination.
- Payment of duties and taxes, then issue of the release order.
- Exit from the port and registration.
A licensed clearing agent is not a luxury: they know the circuit, the timings and the valuation traps. Port storage charges accrue while a file stalls, and they quickly exceed the agent's fee.

The 2026 finance law provides more favourable treatment for vehicles under ten years old and for electric vehicles, notably under the Economic Partnership Agreements with the European Union.
